Form of Governance & Duties

The City of Aspen operates under a City Manager form of government. The City Manager is appointed by and serves at the pleasure of the City Council. It is the responsibility of the City Manager’s Office to ensure the public receives excellent customer service by providing guidance and support to all City departments, and by assisting City Council in defining and meeting their collective goals.

The City Manager is Sara Ott. The City Manager directly oversees Finance, Police, Human Resources, Community Development, Public Works, and Housing.

The Assistant City Manager is Diane FosterThe Assistant City Manager directly oversees Aspen’s Downtown Vitality and Parking, Transportation, Wheeler Opera House, Parks and Recreation, and Kids First, while also supervising the staff of the Aspen Pitkin County Housing Authority.

The Public Works Director is Scott MillerThe Public Works Director oversees Asset, Engineering, Housing Development, and Assistant Public Works Director.
