Form of Governance & Duties

The City of Aspen operates under a City Manager form of government. The City Manager is appointed by and serves at the pleasure of the City Council. It is the responsibility of the City Manager's Office to ensure the public receives excellent customer service by providing guidance and support to all City departments, and by assisting City Council in defining and meeting their collective goals.

The City of Aspen has two Assistant City Managers.

Sara Ott oversees Parks and Recreation, Community Relations, Finance, Environmental Health and Sustainability, Kids First, Wheeler Opera House, and Purchasing.

Barry Crook oversees APCHA, Downtown Vitality and Parking, Quality Office, Transportation.

The City Manager directly oversees Police Chief, Human Resources, Community Development, Public Works Director, and the Assistant City Managers.

Public Works Director Scott Miller oversees Asset, Engineering, Streets, and Utilities.
