Right of Way Construction Season in Aspen Begins April 1

Aspen, CO – March 29, 2019 – The City of Aspen wants to remind the public that permitted construction in the right of way (ROW) begins Monday, April 1 and those driving, walking, and biking around Aspen can expect to see such work taking place around town. Work in the ROW is only permitted between April 1 and November 1.

Within the City’s downtown core, ROW work is only permitted between April 1 and May 31 (excluding Memorial Day Weekend), and between Labor Day and November 1.

City of Aspen engineering department oversees the ROW work and strives to manage projects to have the least impact on residents and visitors.

“This season is a well-coordinated effort between the right of way projects,” said Pete Rice, Senior Project Manager for the engineering department. “There are a few areas in town where impacts are close together. These projects are working in tandem to coordinate overlapping work areas. City engineering is keeping a close eye on all ROW projects to ensure that construction mitigation plans are followed and impacts to the public are minimized.”

Construction Hours
Regular permitted hours of construction are Mondays-Fridays 7:30 a.m. to 5:30 p.m. and Saturdays, 9:00 a.m. to 5:00 p.m. There is no work permitted on Sundays.

•    New Aspen City Offices – Phase II utility work is April 1st to the beginning of June. More including road and parking closure information at
•    Annual Concrete Improvements – Sidewalk/curb & gutter repair and replacements, ADA improvements, utility work. Construction to begin on April 9th. More at
•    King Street – Drainage improvements, pedestrian infrastructure and utility work. Construction to begin April 10th. More at
•    Spring and Main Street Improvements – Pedestrian and intersection improvements including a rapid flash beacon, curb extensions, ADA improvements and new stormwater infrastructure. Construction to begin April 15th. More at
•    Castle Creek Bridge drainage work – Asphalt peel repair and additional drain installation. This will require a three-day lane closure on the bridge and use of the Power Plant detour in May.
•    Mail Trail – Stormwater pipe installation
•    Castle Creek Trail – Pedestrian and bike improvements
•    Affordable Housing Construction – 488 Castle Creek Rd., 802. W. Main St., 517 Park Circle
•    Annual roadway and bike lane striping
•    Hallam Street landscaping, striping and bus signage installation

All construction projects are required to submit a construction mitigation plan as part of the permitting process. The list below is a selection of private projects that may have impacts to the traveling public. Projects with ROW permits include, but are not limited to:
•    300 E. Hyman Ave. (Crystal Palace) – ROW infrastructure
•    Little Cloud Lot 20 – Utility infrastructure
•    122 W. Wain St. – Curb and gutter, utility connections
•    W Hotel – Sidewalks and Spring St. Project is scheduled to be complete this year.
•    South Aspen Town Homes – Sidewalks, driveway aprons, curb & gutter
•    Hotel Lenado – Bulbout, sidewalk, curb & gutter, utility connections
•    404 Park Ave – Affordable housing development
•    230 E. Hyman – Curb & gutter, sidewalk, utility connections
•    Ambulance Facility near Doolittle Rd. – Stormwater vault and asphalt
•    Sanitary sewer in Hyman/Hopkins alley between 1st and S. Aspen St.
